Police said the 18-yearold and another man were cycling on an off-road trail around 5 p.m. when the 18-year-old failed to negotiate a turn at the bottom of a steep hill. As a result the victim crashed into a tree, seriously injuring his legs, torso and head. The cyclist was wearing a helmet. Emergency Medical Service personnel treated the unconscious man at the scene and transported him to Oakville-Trafalgar Memorial Hospital (OTMH) where he is listed in serious condition. According to a press release from the Halton Regional Police, the injured cyclist is expected to survive. New emergency radio system $6-million over budget A new radio communication system that will allow Halton police, Halton fire departments, Emergency Medical Services (EMS), transit systems and others within the region to co-ordinate emergency response and disaster management has come in about 50 per cent over budget. Estimated to cost $12.6 million in the 2010 capital budget, the trunked radio system will actually cost $18.5 million, according to a report received by the region's Administration and Finance committee on Wednesday. When councillors questioned the inaccuracy of the initial cost estimate, they were told it was based on a project study undertaken in 2007. "A 50 per cent increase really blows me away," said Burlington Councillor Jack Dennison, who suggested cost estimates that old shouldn't be appearing in budgets. The new system, which will replace an existing radio system purchased in 1998, is intended to improve inter-agency communication and deal with problems being encountered due to regional growth and the age of the current radio system. About 77 per cent of the cost of the new system will be funded through the police budget, while the Region will pay for the remaining 23 per cent.
