Due to changes in the taxation of these trusts, 51 Canadian businesses this year alone have fallen into foreigner's hands and, as a result, pay no taxes depriving the Canadian government of $1.5 billion per year, said Fullard. According to Martyn Johns this may stem from an unrealistic emphasis put on people coming out of high school to head into university instead of skilled trades. Only 7.2 per cent of the automotive sector is under the age of 35, said Johns. Newcomers with such skills are flocking to the country, but to ensure they have access to training opportunities and then fill these employment voids leaders in the trades, government, employers and associations need to create programs similar to what the Ontario Nursing Association has done, said Joanna Matthews, executive director of the Halton Multicultural Council. Combined accreditation programs and English-as-a-second language classes set a level playing field for foreign-trained workers, added Matthews.
