The Oakville Fire Department will be holding a fundraiser on March 24 to raise funds one of their colleagues, who has been diagnosed with a chronic illness that requires treatment not covered by OHIP (Ontario Health Insurance). Ford exceeded these levels in nearly every category many times over with 2008's NPRI listing it as producing 19 tonnes of PM 10 per year, four tonnes of PM 2.5 per year, 580 tonnes of VOC per year and 70 tonnes of nitrogen oxide per year. These totals make Ford the greatest industrial emitter in Oakville with the Mancor Industries facility on Speers Road producing the second greatest PM 10 emissions at 3.7 tonnes per year (671and 363 killograms of PM 2.5), Dufferin Construction producing the second greatest PM 2.5 emissions at 1.9 tonnes per year and Petro Canada's South Oakville Terminal producing the second greatest VOC emissions at 116 tonnes per year. Jempak GK Inc., was found to be Oakville's largest and only major emitter of sulfur dioxide listed on the NPRI as producing 3.1 tonnes per year. The major emitters do have some options available to them. Under the bylaw, existing facilities that agree to develop a five-year plan leading to a 25 per cent reduction in emissions will be given approval to continue to operate. Those that do not agree to a reduction plan will need to convince Town council that there is a public interest in allowing them to continue to operate despite their emissions. When asked about the number of industries in Oakville which could potentially be labeled public nuisances under the new bylaw, Oakville Mayor Rob Burton stated he was aware of a `handful of major emitters' present in Oakville with Ford as the worst emitter of fine particulate matter (FPM). Despite employing 3,500 people and being one of the town's largest taxpayers, the bylaw must apply to Ford, Burton said. "It's got to apply to Ford. Ford is the worst emitter of toxic FPM in Oakville," said the mayor. Burton said the property taxes Ford pays should not give it freedom to pollute, particularly because the property taxes it pays only represent a half of one per cent of the town's revenues. He again condemned Ford for allowing TransCanada to build a 900-megawatt gasfired power plant on the Ford-owned lands of 1500 Royal Windsor Dr. The power plant itself will be considered a major emitter under the air quality bylaw as it is expected to produce 67 tonnes of FPM per year and 172 tonnes of nitrogen oxide per year.
