Asked how to ensure none of the money flying out the door to suppliers, contractors and consultants isn't wasted, Zamojc responded: "The best answer for that is the intent of the purchasing bylaw is continuing to be maintained." That bylaw prohibits staff from awarding large contracts to one company without council's approval and only under certain conditions, such as if one supplier only exists for a product. Zamojc said works staff are also looking at ways to report back to council, rather than simply internally, with updates on whether projects are on time, on budget and reasons for any delays. Close to two-thirds of the Region's proposed 2010 capital budget is for water and wastewater projects, such as installation of mains under roadways and upgrades and expansions to plants and pumping stations. However, there is $109 million to continue or begin some notable roads projects, including: · More than $21 million to continue widening and improving intersections along Dundas Street in Oakville and Burlington, projects with an estimated total cost of $142 million over the next eight years. · Just over $30 million to widen portions of Regional Road 25 from two to four lanes from the QEW to north of Hwy. 401, projects that are projected to cost a total of $54 million over the next two years. · About $15.5 million to begin the $57.5 million widening of Steeles Avenue from two to four lanes between James Snow Parkway and Winston Churchill Boulevard. · Providing $3 million to continue the $73 million widening of Trafalgar Road to four lanes plus bus lanes from Leighland Avenue/Iroquois Shore Road and Hwy. 407, which is expected to continue for another six years at least. · Spending $15 million to begin widening Burnhamthorpe Road to four lanes between Trafalgar and the Mississauga border, a project expected to cost $34.5 million over the next few years. · Using $3.5 million to continue the extension of James Snow Parkway, as a two-lane roadway for now, from Derry Road to Britannia Road in Milton. The project is expected to cost $16.462 with more money to come over the next few years. The 2010 budget will go before the budget committee for review Dec. 14 before council looks to approved it Dec. 16.
