That's why we support local business and work hard to attract and keep top employers here with our brand new Ten Year Economic Development Strategy Council unanimously adopted this summer. I like to quote what I call Maxwell's Hammer: if you cannot count it or measure it, you cannot know what you are talking about. Maxwell was a famous physicist, but the same concept applies to business and government. That's why after becoming Mayor I launched the Mayor's Quarterly Composite Leading Indicator of the Economic Health of Oakville, which is now showing the same signs of economic recovery we are seeing from numerous external economic indicators. As well, Oakville is now putting shovels in the ground for $120+ million of stimulus funding. Just as two years ago Ford was building new models, Ford is now building an exciting new model, the Eco-boost equipped Lincoln MKT, in addition to the 3 cars already in production. Oakville's economy also has very promising prospects including increases in new prime quality office space. Our new Official Plan provides for the first time clear and strong protection of our remaining employment lands. We are also finishing our transition of the Town to Performance-Based, Program-Based financial management ("PB2"), joining leading corporations and governments outside of Canada in the use of value/results oriented fiscal planning and management. When we complete the transition and training in 2010, Oakville will be the first government at any level in Canada to be operating with PB2. PB2's main benefit is the identification, measurement and management of efficiencies and productivity. Oakville Council is proud of their record of achievement this term. Council's unanimously adopted 4 year strategic work plan and our ability to stick to our plan mean that by 2010 every election commitment will have been delivered and Oakville will still have the fifth lowest property tax rate of the 26 GTA communities.
