Non-profits take spotlight For possible federal/provincial cash By Tim Foran METROLAND WEST MEDIA GROUP AUG. 8TH Ski and Snowboard Shop Starts 9 · OAKVILLE BEAVER Friday, August 7, 2009 Now that the provincial and federal governments have dedicated funding for billions of dollars in municipal infrastructure projects -- about $320 million in Halton so far -- they are turning their attention to assisting the non-profit sector. Non-profit groups can now apply for a share of the $1 billion remaining in the $3-billion infrastructure stimulus fund set aside for Ontario in the governments' 2009 budgets. As with municipal projects, the two upper levels of government will contribute up to two-thirds of eligible project costs with non-profit groups responsible for paying the balance, but in some exceptional circumstances the governments may cover the total project cost. As most municipal councils are on holidays, it is unlikely non-profit groups could secure approvals from municipal councils to assist them with their one-third share before the Aug. 18 deadline for project applications. Eligible projects must fall within the following categories: · Temporary housing shelters for disadvantaged or homeless people. (The governments have already set aside money in another fund for the rehabilitation of other social housing and construction of low-income seniors and disabled housing.) · Community centres used by the public. · Facilities in which community and social, but not health or medical, services are provided to the public, such as food banks, immigrant services, employment and other counselling, and emergency animal shelters. · Cultural centres such as art galleries, libraries, museums, performing arts centres and heritage structures. The same rules for municipal infrastructure projects are being used for non-profit groups, including the requirement that all projects must be completed by March 31, 2011 or the governments reserve the right to withdraw funding. Non-profit groups must also attest the projects would not have been able to be completed before that date without government assistance.
