To compensate for that lack of new revenue and also fulfill council's goal of a zero per cent hike in taxes and water bills next year, regional staff have outlined a number of measures to find savings in next year's budget. They include a complete hiring freeze in 2010, delaying construction on new capital projects or refinancing them with reserve funds rather than taxes, and postponing a number of initiatives such as the expansion of Halton Region's headquarters and new waste diversion programs. However, the regional report states the tax and rate freeze won't mean a cut in existing service levels. Among the 2009 employee cuts, the Region's health department will only get to hire four of the 16 new employees approved in this year's budget. "We will manage," said Halton's Medical Officer of Health Dr. Bob Nosal. "I can assure the public there is sufficient infrastructure within the public health department to deal with an issue like (H1N1 virus)." Included in the budget directions report is a request for the Halton Police Services Board, Royal Botanical Gardens and the conservation authorities including Conservation Halton to consider a zero per cent tax increase when they prepare their 2010 budgets.
