This reserve would be used to help offset some increasing costs brought on by the current recession, including a growing welfare caseload, reduced revenue coming in from selling Halton's blue box recyclables and higher than expected costs for chemicals used in the Region's wastewater treatment plants. The report also recommends asking the Halton Police Services Board, Royal Botanical Gardens and the conservation authorities such as Conservation Halton to consider a zero per cent tax increase in their 2010 budgets. Though partially funded by regional taxes, those boards prepare their own budgets, not Halton Region.
