The organization's President and CEO John Oliver was paid $547,776 for his services in 2008 with $86,961 in taxable benefits, again making him the highest paid civil servant in Halton. Oliver's Chief of Staff Lorne Martin had the second highest civil servant salary in Halton at $431,618 with $1,794 in taxable benefits while Sheridan College President Robert Turner came in third earning $314,138 with $32,835 in taxable benefits. These salary figures, and many others, were made available to the public earlier this month through the Public Sector Salary Disclosure Act. Created in 1996, the act holds institutions that receive public funds from the government of Ontario accountable by publicizing the names, positions, salaries and taxable benefits of employees who made more than $100,000 in a calendar year. Oliver held the same rank of highest paid civil servant for the 2007 list with a salary of $450,079 and $89,780 in taxable benefits. The 21.7 per cent increase in his salary in 2008 was attributed to two factors. "Employees at the hospital are paid biweekly. Normally during the year there are 26 pay periods, but last year because of the calendar there were 27 pay periods. So, that makes a big difference right there," said Mary Davies, Chair of the Halton Healthcare Board of Directors. Lorne also had the second highest salary in the 2007 list with a salary of $396,248 and $1,635 in taxable benefits while Turner achieved the same third place standing in 2007 with a salary of $295,806 and $28,039 in taxable benefits. The Halton Region, which includes the Halton Regional Police Service, showed an overall increase in the number people earning more than $100,000 with the total moving from 125 in 2007 to 147 in 2008. Human Resources Director John Phelan attributed this to the fulfillment of contractual agreements. "This list is based on earnings in the tax year, not necessarily salary, and there was a small complement of people, largely our paramedics, who actually received a retroactive salary award because of contract negotiations," said Phelan. "That lump sum might have put a few more people on the list who wouldn't normally have been there." For the Halton Region, Chief Administrative Officer Patrick Moyle earned the most at $224,593 with $25,031 in taxable benefits while Commissioner/Medical Officer of Health Robert Nosal came in second with a salary of $215,828 and $2,792 in taxable benefits. Halton Police Chief Gary Crowell came in third with a salary of $204,796 and $10,284 in taxable benefits. Leadership did not translate into the biggest salary for Halton Regional Chairperson Gary Carr, who earned a salary of $152,194 with $2,628 in taxable benefits for 2008. Two patrol constables also toped the $100,000 mark on the Halton Region's portion of the list, but in previous years this has been chalked up to the constables undertaking an unusual amount of extra work. "That's from pay duty, extra duties where outside agencies phone in and request an officer's presence for something like a school dance or a fair, sometimes bars ask for extra patrols depending on what they've got going on," said Sgt. Brian Carr, Halton police public affairs officer, in an interview last year. "Then there's normal overtime as well."
