Carr took exception to the part of Smitherman's letter that highlights the construction of a new hospital in Oakville as a way the Province is meeting local infrastructure needs, since the project has been delayed. "All we've got is a promise (for the new hospital), and promises don't serve patients," he said. The chair said he thinks the letter from Smitherman will make council want to O.A.C.
