So is the Region worried bi-weekly garbage pickup may lead to illegal dumping? "No, not really," said Rivers. "With the implementation of weekly GreenCart and Blue Box collection, residents will find the amount of garbage they generate will reduce dramatically. This is the main reason we're encouraging residents to participate weekly in the GreenCart program." Some rural residents have argued there isn't a need in the outlying areas for the GreenCart because many of them already compost on their properties. But, Rivers pointed out the Region did a waste composition study and found urban and rural residents' garbage is by and large comprised of the same materials, meaning both areas could benefit from the GreenCart program. He said if residents choose not to use their GreenCart, they still must comply with the bi-weekly limit of six garbage Ties 3 for 50 Dress Shirts 2 for $50 Women's Sweaters 2 for $50 Women's Samples 50% OFF Men's Sports Jackets from $50 FAMILY OWNED & OPERATED You'll Love Our Service! He said the Region has heard concerns from some residents about the reduction in garbage collection. "But once it's explained to them, for the most part they're willing to co-operate and participate in the new collection program," he said. The new waste collection program will cost the average taxpayer (based on a $300,000 property assessment) about $130 a year, up slightly from the $115 it costs for the current system. GreenCarts won't be offered to those who live in apartment buildings at this point, but Rivers said the Region plans to provide the program to apartment dwellers in the near future. The Region suggests GreenCarts be kept in a cool, well-ventilated location like a garage. Those who don't have a garage are advised to keep the bin out of direct sunlight. Although keeping the GreenCart outside may worry some people about raccoons or other wildlife getting into them, Rivers said that shouldn't be a problem. "The GreenCart is designed to be pest-resistant with a tight-fitting lid and locking mechanism, making it much more secure than a regular garbage can or bag," he said. He also said if people use the GreenCart properly, it's unlikely they'll get maggots in their bin. "Remember, this is the same materials they are handling now, but we are just asking people to place their kitchen scraps in the GreenCart," he said. However, if a homeowner finds maggots are a problem, the Region suggests sprinkling rock salt, garden lime or powdered ginger in the GreenCart or Kitchen Catcher. Other ways to keep pests out of the GreenCart and minimize potential odours include: · Washing the GreenCart and Kitchen Catcher (which is dishwasher safe) with mild detergent as required. · Lining the bins with newspaper, a paper bag or a certified compostable bag. · Wrapping organic material in newspaper or soiled paper towels or placing them in a cardboard box like a cereal box. · Wrapping meat and bones in paper and adding additional layers of paper to the GreenCart each time the Kitchen Catcher is emptied into it. · Cleaning out the fridge a day or two before collection day. · Storing meat scraps in the freezer until collection day. Those looking to learn more about the GreenCart program can attend one of the various public open houses being held by the Region over the next few weeks.
