If Town Council accepts the proposed budget next week, homeowners will pay an additional $33 per $100,000 of assessment. Overall, the $181.4-million operating budget represents an 11.9 per cent spending increase over last year. "It's something I've always wanted to do," said McKeen, who is president of her school's Environment Council. "I've always said, `Mom, I want to make a difference. I want to make active change.'
