Minister of Finance James Flaherty announced the creation of the Federal Government Police Officers Recruitment Fund during the 2008 budget presentation on Feb. 26. The fund will provide $400 million to hire 2,500 new front-line police officers over the next five years. The board voted to takes steps to make its claim on some of that federal funding, during a meeting on Thursday, despite the fact that legislation to set up the fund still needs to be introduced by the government and passed by Parliament before any payments can be made. Since a large number of police forces are expected to be interested in this fund, and because the government listed March 31, 2008 as the closing date for funding requests, the board felt moving the process forward as soon as possible was appropriate. President of the Halton Regional Police Association Robert Waller was also happy with the board's decision. "We are very pleased with the federal budget, more specifically with the federal government's commitment of 2,500 more front-line officers for the streets of Canadian communities. The Canadian Police Association has been advocating for more front-line officers for a number of years," said Waller. "The Federal Government has recognized provincial and municipal police services are severely under funded and overstretched. The Halton Regional Police Association fully supports Chief (Gary) Crowell and the police services board in asking our provincial government, through regional council, for our share of additional new officers for front-line positions to ensure that police resources in Halton address changing demographics and operational demands." The police recruitment funds could help Halton, as 51 officers are currently eligible for retirement with another 41 reaching that eligibility between 2008 and 2012. "They campaigned on doing this, so it's good that it's happening," said Region Chair Gary Carr who also sits on the police board. "The bottom line is at the end of the day we're going to do what we have to do to keep our communities safe. If the federal government wants to help with that we should let them." Other law enforcement related measures funded by the 2008 Federal Budget include committing $122 million over two years to ensure that the federal corrections system is on track to achieve better public safety results, providing $32 million over two years to enhance the work of the Public Prosecution Service of Canada, providing $30 million per year to the National Crime Prevention Strategy and facilitating compliance by waiving fees for firearms licence renewal until May 2009. Halton is backing a provincial private member's bill proposing a ban on smoking in cars carrying children. Regional council has called on Chair Gary Carr to write to the premier endorsing Bill 11, the proposed amendment to the Smoke-Free Ontario Act to put the kibosh on smoking in vehicles with kids under 16. Council also directed staff to work on a proposed regional bylaw to prohibit smoking within nine metres of a public facility's entrance -- already the rule at Region buildings.
