Residents wanted to know what the Town's Official Plan would allow the developer to build on the Lakeshore Road site. When Town planners struggled to provide either a maximum height or density for the property, Ward 2 Councillor Cathy Duddeck suggested the meeting be adjourned and rescheduled. "I'm getting a really uneasy feeling about this whole process," she said. However, residents opted to stay and hear more details about the 16-storey building being proposed to replace the aging commercial plaza between Brant and Brock Streets on Lakeshore Road. Depending on the portion of the lot being considered, and possible interpretations of the Official Plan and zoning provisions, it appears Moldenhauer Developments could construct a two or four-storey building on the two-acre site. That led residents to question why the company is proposing to build a four-storey podium topped with a 12-storey condo tower. While company president Michael Moldenhauer attempted to move the discussion beyond the building's height and onto topics like the value of replacing the mostly vacant plaza, residents continued to return to their main objection to the development. "The big picture is, we don't want a 16-storey building on that site," said one man, to applause from 75 residents in the audience. "I think we're all here to say it's too big, it's too fat, it's too wide," added another. Although Moldenhauer expressed willingness to work with residents on various elements of the proposal, he made it clear after the meeting he won't be changing the height of the building. "At this point, this is the plan we're going forward with," he said, suggesting Town Council will decide whether his proposal meets good planning principles. However, as has been the case for numerous controversial planning projects in Oakville, the final arbitrator may be the Ontario Municipal Board (OMB). Although Moldenhauer told residents his company has not gone before the OMB in nine years, the spectre of the provincially-appointed board was raised several times Wednesday. The board, which has the right to overrule decisions by town council, has traditionally been seen as favouring developers. The building being proposed consists of a four-storey podium with retail space along Lakeshore Road and three floors of residen- tial condos above the retail. The podium is to be topped with a 12-storey condominium tower, while two storeys of underground parking are proposed for the 165-unit building. The rear of the property will be developed with 14 three-storey townhouses, to back onto existing residential neighbours. The townhouses will help shield neighbours from shadowing and privacy issues created by the highrise, said Moldenhauer. "We believe we can achieve this building without having an unacceptable adverse impact on nearby residents," added Greg Daly, the planner working for Moldenhauer. The developer also emphasized the value of creating newlydesigned retail space to attract good businesses and pedestrian traffic to the Kerr Street area. "It's not like we don't want better development there. The mall's an eyesore," noted one resident. But he added he opposes a development that will put hundreds more cars onto the small residential streets near the property. Along with repeatedly objecting to the size of the building, residents also expressed concerns about traffic and parking, garbage and loading, shadowing, privacy and precedent that could be established for future development. Another public information meeting is to be scheduled, to provide residents with further information about the site's zoning and Official Plan designations.
