The pedestrian-focused, transit-friendly community will feature on-street parking, but likely fewer parking lots and spots for residents. In most parts of Oakville, the town requires developers to provide a minimum number of parking spots. North of Dundas Street, the rules will dictate a maximum number of spots allowed. "The idea is, we're going to provide just enough parking, and we're going to provide opportunities for people not to have to drive, so eventually we'll have fewer cars," said Cheatley. "The last thing you need is to require more parking wasted space than is needed," he said, adding that developers will provide the minimum amount of necessary parking to make their projects marketable. The town is even considering requiring developers to provide homebuyers with a year's worth of transit passes when they move into the community. The town finalized its secondary plan the overarching document outlining its planning vision for the area after reaching an agreement with the majority of the large north Oakville landowners last month. On Monday, an Ontario Municipal Board (OMB) hearing began, to finalize that settlement and deal with several site-specific details on a few smaller plots of land. That hearing is expected to last about five weeks. The town is currently working on an implementation plan that will transform the secondary plan vision into a series of guidelines and strategies for "every possible element of how north Oakville is to be developed," explained Cheatley. North Oakville construction is expected to get underway by late 2009. The earliest projects are likely to provide high density office and retail space along the Trafalgar Road corridor, as well as residential housing in the area between Sixth Line and Neyagawa Boulevard. The north Oakville development has been accepted as a pilot project in a study looking at how to create environmentally-sensitive neighbourhoods. Known as LEED ND (Leadership in Energy and Environmental Design Neighbourhood Design), the project will help develop standards for future neighbourhood development. "What we're trying to achieve here is what's called the triple bottom-line," said Cheatley. As well as being economically viable, the vision is that north Oakville will also enhance both the natural environment and the social environment. "It's a place, not a project," said Cheatley.
