Milton‘s response was cool. Oakville and Burlington have agreed to cooperate with the Region on further study of the» issue. Halton Hills likes the idea, and has passed a municipal counâ€" .. cil resolution setting out expectaâ€" tions for the transition. That town‘s resolution also sets out a Jan. 1st, 1996 start date, should single tier waste management not get off the ground for the Jan. 19th, 1995, implementation date. "It‘s my understanding, Milton will be dealing with the issue in early January," regional public _ works commissioner Art Leitch * told Halton‘s planning and public works committee, Wednesday. "Our direction from council was to hear back from the four area municipalities," said Leitch. Serjeantson called it "a big, dicey issue" and lobbied for "fair representation" from each segâ€" ment of Halton when further study does get underway. Local officials, who heard the regional presentation on single tier waste management.earlier this ,= year, had concerns about what they saw as overtones of single tier government. Some saw the ~ $350,000 savings as "paltry" at the regional level and asked for a comprehensive study by local staff before making decisions. That report has yet to go before ~council. Milton, like Burlington, conâ€" tracts out garbage collection in the urban area â€" there is no _ municipal collection in rural areas â€" while municipalities like Oakville employ public works staff for the job. Leitch has touted the economy of one agency doing what four _# now do, integration of blue box and garbage pickâ€"up, and potenâ€" tial to achieve further garbage diversion from the landfill 4 through recycling.
