As a private citizens he has been a part of Traffic Advisory Committee, Parks and Recreation Advisory Committee, Kerr Street Advisory Committee and others. "We couldn‘t operate without (volunteer) citizens," said Bird. "I certainly always tried to involve the community as best I could." Other major issues include the skilful management of growth, providing the highest possible level of service at the lowest cost and form costâ€"saving partnerships with the private sector. Effort must also be made during the postâ€"Social Contract era to mainâ€" tain staffing costs. "Government is there to govâ€" ern, guide, direct and attract industry ... but not to interfere with the daily lives of business and people, not to be a impediâ€" ment to them," said Bird, who has 30 years of sales and marketing under his belt and is now regional manager for TRW Inc.
