Contract. Although we made that statement at the last annual meetâ€" ing and indicated we had a balâ€" anced budget for this fiscal periâ€" od, it was based on the assumpâ€" tion that patient activity would not drop as significantly as it has," wrote Kuntz in his memo. "We have prided ourselves over the last two years in not havâ€" ing to lay people off nor incur "Rae Days" as part of the Social Kuntz said the two main objecâ€" tives for OTMH are to maintain an efficient operation and a balâ€" anced budget by year end. In his memo to staff, he notedâ€"that both goals will not be met if the deficit is allowed to grow larger. He speculated the reasons for the patient drop was due to the conversion from inpatient to outâ€" patient care. Guidelines from the Ministry of Health call for a 70% outpatient to 30% inpatient ratio for all hospitals. At OTMH, there is an 80% outpatient to 20% inpaâ€" tient ratio. "We have to do something very quickly to stem that (the deficit) and bring it into line." "We don‘t know if this is a temporary aberration or a permaâ€" nent trend," he said, stressing the need for a balanced budget at the end of the year. In the past three months, the hospital has incurred a cumulative deficit due to a significant drop in the number of patients. Original hospital estimates were set at 13,000 patients, but by midâ€"July, there have been only 10,000 over the past three months. Kuntz said he and department directors are sitting down today to determine who will be laidâ€"off from the hospital. He expected there would be more people let go this week.
