Pay as you go highway is a winâ€"win situation projects. Highway 407 is a new road that is planned to be built north of Toronto. The problem now is that the 401 is too congested and that congestion costs billions of dollars per year in lost time for the trucking industry. The 401 is the busiest highway in North America, and it is used by more than a million vehicles a day. The solution is to construct the new highway, but economically the province cannot afford the expense. Money not being available for worthy projects is a familiar scenario. We hear about this when we discuss the health care system, education, and on and on. It is quite predictable that we will evolve to a system where the government decides what is to be done and then delegates the actual project and the cost of that project to business. Building a new highway is just one example. If business does build the 407, there will be a toll charge, and traditionally, there have been groups opposed to this. But now all sides seem to agree that the only feasible solution is to build the highway and to charge a toll. new Ontario highway might be a break through in government and business cooperation.
