that can be caused by scientif ic advances last week the police service issued an apology to the obviously dismayed montgomery family the wealth of information police provide can create a dilemma for our newsrooms as we wrestle with whether or not we should publish such state ments the facts were clear ms montgomerys blood had levels of thc the active ingredient in marijuana trace amounts of efhanol a form of alcohol and benzoylecgonine a metabolite of cocaine according to a toxicology report from the centre for forensic sciences yet the report never stated she was impaired the amount of alcohol in her blood was well under the legal limit and there is no legal level of thc that indi cates impairment police stated she was impaired based on the determination of a drug recognition expert a breath alcohol technician and a collision inves tigator claiming police jumped to conclu sions without scientific proof ms montgomerys family demanded offi cers retract the claim her daughter was impaired the family was right its a big leap to conclude the acci dent was the result of impaired driving and while chief armand la barge has personally apologized to the family the police services refusal to retract the statement she was impaired still leaves the familys emotional wounds open her death seems tailormade for the message york police are trying to convey to residents as canadas political system continues to debate the merits of legal izing marijuana our cops have tough ened their stand on the drugs use police want to hammer home the message driving while impaired by mar ijuana can be fatal a young womans tragic death was used in an attempt to make that point if only it were true or at least provable by scientific means since it wasnt making a public dec laration was not only insensitive but also inappropriate there is no law precluding us from printing the facts of this case or the police services interpretation of them but just because we can publish all the politicians decided to donate 500000 of taxpayers money to the tsunami relief fund without any debate when you read vancouver will debate a motion jan18 to give 100000 to relief efforts hamiltons 25000 donation for relief efforts and the outcry kingstons plan to donate 100000 created causing council there to back down from its proposal why is york region donating 500000 further york region is budgeting for a healthy 89percent increase in property taxes in 2005 and used 500000 from the 2004 operating surplus why wouldnt regional politicians apply this donation money to the 2005 budget deficit there is a definite lack of coordination by all levels of government when the federal provincial regional and municipal govern ments are all making donations in other words taxpayers are donating to the same fund four times plus any personal donations they make in my particular situation that makes it five times what other disasters have we the taxpay ers had to contribute to five
