bearing a york region address after asking what would qualify him to run as a trustee in his affidavit crothers says he was concerned the clerks office didnt investigate the validity of the drivers licence and asked for a hearing that would determine where burrows lives the clerks office upheld burrows acclamation after con sulting with thetowns lawyer crothers who played a key role in hiring the investigator j says he accepted that decision but his affidavit shows he sent to the jacksons point resi dence on oct 20 from nov 5 to 28 investiga tors with auroras clear international and charging from 55 to 75 an hour crothers affidavit shows the firm watched burrows for four hours in each of at least 13 occa- sions a total of 52 hours it remains unclear as to how long the firm watched burrows for the remaining 1 1 days from nov 5 to 28 in an interview crothers declined to comment on who hired the firm or how much the surveillance cost however he said he will talk about the case after it winds its way through the court crothers suggested the affi davits go a long way to show burrows is not a resident of york region our contention is he is not he said thats why the board opened the vacancy bob keel the boards lawyer couldnt comment on the cost of the private investigation but added his fee will cost taxpayers about10000 he echoed crothers con cerns over the claim burrows lives in york region saying evi dence indicates otherwise he did not spend any signif icant time at the jacksons point home he said what youre tern which establishes resi dence burrows whose affidavit touches on theevents between nov 5 and 28 couldnt be reached for comment but his lawyer ken hill aid the absences from the jacksons point home are not relevant because no board can remove an acclaimed trustee from office our point is neither the education act nor the municipal elections act gives the board the right to deny a duly acclaimed trustee the rights and privileges of a trustee he said procedures accepted under common law he added give that right to an independent body such as a court in his affidavitt3urrows says he received a letter dated nov 1 on which crothers wrote concerns about the resi dency issue burrows has had an acrimo nious relationship with the board including a battle over his suspension as an elemen tary school teacher in 1996 in his affidavit burrows states no one gave him a chance to defend himself during the closed door meeting in which trustees declared his seat vacant reid cawston vicechairper son of the board at the time said hes not concerned trustees werent consulted before a pri vate investigation firm was hired to stakeout burrows for nearly a month under the education act he said its legal for a chairperson to act alone in a situation such as the one the board faced in october bill was the only person who was in a position to know what was going on he said cawston also said no trustee asked what the board paid the
