candidate to throw his hat into the ring for the mayors seat in last falls election alles who didnt run in the 1991 municipal election after being voted onto council in the 1988 race was narrowly defeated by wayne emmerson the two sat together on council from 1988 through 1991 alles a 15year stouffville resident went after the top job offering himself as a person who could reach a muchneeded consensus on council after three years of endless bickering the former ibm employee who runs a consulting business out of his house promised to work towards trying to provide a second ice pad and a library addition without raising taxes alles who was chairman of councils planning committee during his term as councillor said he wanted to ensure that communication between the town and residents to win his first term as whitchurchstouffvilles mayor emmerson who served as ward 4 councillor for two terms from 198591 took a previous run at the mayors chair in the last election losing by a small margin to incumbent fran sainsbury after a term characterized by dissension and infighting a changing of the old guard was almost inevitable on whitchurchstouffville council the result however was by no means a foregone con clusion and emmerson was given a good run for his money by closest rival doug alles who came in just 73 votes short of the winner when his victory had begun to sink in emmerson told the tribunes bruce stapley that he was hoping to retain the mayors chair for three terms in order to accomplish his goals his priorities include a streamlined budget careful examination of costs for new recreation facilities road repairs and a welcome mat to attract new businesses to whitchurchstouffville emmerson is also determined to forge a good working relationship between town staff and council lors and is deeply committed to an open door policy for both residents and staff a lifelong citizen of stouffville he has worked at schell lumber for close to 20 years during which time he has developed strong budgeting and organiza tional skills he noted good leader ship encourage ment for volun teers and a strong voice at the region are all on emmersons agenda and while he would like to see a sec ond ice pad an expansion to the library and a youth centre he is keenly aware of budget constraints norm craven saying that meetings of town council had become intolerable stephen bellerby called it quits and didnt contest his ward 2 seat in novembers munici pal election bellerby the youngest councillor on both councils stephen bellerby local giant vegetable grower norm craven finally
