c4 tribune defcember 2 1987 uxbridge council news decision delayed until dee 14 by robin robinson uxbridge township council de layed its decision on a kennel license for intelligarde security incorporated until december 14 intelligarde president ross mcleod runs the operation from his farm in the zephyr area the company trains guard dogs and supplies them to firms for secur ity purposes the application sparked an emotional debate at the novem ber 9 council meeting and again at the november 23 council meeting when opponents to the plan asked council not to grant the license deborah wood told council that the kennels proximity to the growing hamlet of zephyr poses a threat to the community this is putting all of zephyr in potential danger of his attack dogs mrs wood said michael beggs whose property borders the operation supplied council with dog bite data com piled by a humane society in the united states he said children are most often the victim of dog bites and most incidents occur on or near the dog owners property bites almost double during the summer months and although most victims are bitten on the legs children are more likely to be bitten on the face mr beggs said in addition mr beggs quoted articles from local news papers chronicling recent dog- bite incidents the statistics covered all kinds of dog bites and were not broken down into categories like family pets or guard dogs beggs said no statistics have been kept exclu sively on guard dogs i think weve opponents of the kennel presented a strong enough case id like to see this resolved i think council should look at revamping the bylaw for kenneling mr beggs said anotherneighbor john lockie said his property value could de cline because he is within 406 metres of the proposed kennel mr lockie said that without a license mr mcleod is currently operating in contravention of township bylaws and should be ordered to stop until the issue is resolved the bylaw officer should have asked mr mcleod to vacate the property then apply for a kennel license mr lockie said mr mcleod said that he sche duled another open house for neighbors to tour his operation he believes most people are resis tant to the kennel because they dont understand the operation he added that many persons who signed a petition against the ken nel have since changed their minds we have bared our soul and are prepared to do it every year in order to obtain the kennel license mr mcleod said he unveiled plans to build a new facility to house the dogs one that is more secure and designed to minimize noise to date all council members have toured the facility said ward 1 councillor cal avery he said council should make a deci sion on the license soon but mayor gerri lynn ocon nor said it was premature to grant approval before studying the site plan carefully and decid ing on modifications that council might want mr mcleod said that in addi tion to the new building he would be willing to include security fenc ing in the site plan recreation meeting by robin robinson a public meeting will be held at the uxbridge music hall decem ber 2 at 8 pm to discuss the re creation and cultural needs of
