method of keeping horses and the effect on their neighbors is increasing the complaints are in most cases valid and understand able for example one resident is keeping six horses on one acre some are locating barns and regular pastures so that their neighbors get the full benefit of the worst parts of the livestock yet even these complaints though se rious are a small percentage the total horse owners in our town we are sure that if the citizens of whitch- urchstouffville are aware of the prob lems the situations will be corrected by responsible action combined with peer pressure in the meantime the town will study the necessary components of a regulatory bylaw and solicit input whether whitchurchstouff ville shall be regulated by many bylaws will depend on the responsible actions of
