regional municipality of durham act 1973 would make major changes to the structure of the region of durham i would like to recount for you some of my com ments in the house in opposition to bill 93 1 just want to get a few facts straight this bill and the way it was generated represents what- to me is entirely the wrong way to function in a democratic society dr godfrey has on oc casions in the past criticized the ontario government for what he sees as an unwillingness to consult with local governments and yet he introduces a bill to radically alter durhams municipal system after only a few meetings with a few people first the municipalities in the area commissioned a study in 1968 to look at their problems maybe you remember that by 1969 they had decided to find a better system of local government and asked the province to help we were invited by the municipalities to get involved in the examination of local government through 1969 1970 and 1971 we worked with the municipalities on this project in may 1971 the municipalities involved in the oshawa area plan- ning and development study as the study was known agreed to ter minate the study and turn the recommendations over to the province interested people and governments were to submit their views by november 1971 the province then proposed a new system of local government for the ia considerationof thelocalr passing of which hltes part i sat on county council was somevkt of a communications jgjap with our mayors itsps decided that we should pick up this cjnh- munications gap inhe regional governments therefore the mayftjrs were included intbe regional councils jdr godfrey suggests tat they be kicked- off sand does so without any rial governments comments the bill also proposes that the regional chair- man should be elected at l large certainly a very costly and expensive programme instead our view is that council should be supreme and the chairman be only headof council and not head of the region the provincial system is to build and maintain major high ways the county system is to build and maintain arterial roads and the local system is to build and maintain local roads i wont say this system cant be improved upon but to arbitrarily scrap the county road system or the regional road system is to risk the deterioration of an ef ficient and excellent service to the proviriceof ontario k it frankly appalls me that dr godfrey would propose in legislation such a major and far- reaching- change without any study or discussion of the effects of such action such jcavallfer behaviour is precisely what this governmenthas tried to avoid the bills sponsors regardless of how bad the legislation is have proposed major changes to our system of local government with onbica people this 150 meetings between the province and various groups in the region even then the local people commented and suggested changes and amendments and some amendments were in troduced in the legislature at the time the bill vss passed and some changes were made now after a few ad hoc meetings the new democratic party is wiilingto change the whole system the 17section bill wreaks havoc on durham region it proposes to expel uxbridge brock and scott from the region yet just three years ago the councils and residents of the municipalities after a great deal of discussion whether they should go to victoria or whether they should go to york decided they wanted to stay with the region of durham maybe dr godfrey doesnt remember that he may remember that we had originally suggested that some of these areas should move in bill 95 the ndp would change the system of election a system i that was established in each municipality attheir i request j they would increase ajaxs representation to match newcastles even though the population is twice as large it is rarely possible to adhere strictly to representation by population in some area municipalities and they are asking for a different system in durham howeveri in response to local requests the system government will not support legislation generated in this way if the regional system is not perfect and i admit that itisnot weare open to suggestions from the m u ni c i pa 1 representatives who are elected to be responsible for municipal matters v if the electors in durham have a message for their councillors they may deliver that message this december arid they in turn will make those views known to us r in closing i would like to say this the process may not- be perfect but it lis representative democracy arid i forone lj prefer this to the ad hoc- approach taken by dr godfrey it just appalls me i am not saying the regional system t is perfect but i will say this it is up to the elected representatives and the regional and local councillors to bring forth their suggestions and recommendations to the province if they want change in the 1 regional system then this province is prepared to look at it not by an ad hoc committee
