editorials v fancy footwork on auqport come the governments decision to go ahead with the pickering airport but on a modest scale is a clear case of fancy footwork and should be exposed as such one of the problems with a compromise in most cases is that it manages to include the worst of both possible worlds in this case the government has skirted the issue of the energy crisis and the decline in the economy by cleverly covering as many bases as possible instead of saying yes or no the government has given a definite maybe after all an airport with one runway seems to us like a person with one lung certainly not a healthy speciman but pressures have been building on the other side too people around malton airport have mobilised and that has caused the govern ment to stop short of full cancellation of the pickering airport all in all it is a clever interim step that leaves all the options open but the airport will be built and if the need is shown in the next five years it will be a fullblown airport as the planners have indicated it is political expediency which has brought about the compromise but be sure that if one runway is built then two and after that four will be built for government has not grappled with the problems that the tran sportation industry faces but has merely bought a little more time f time is running out and so possibly are our readily available supplies of crude oil and natural gas the government has bought time on this matter by approving a limited pickering development we hope that a longrange solution will be found in that regard an alternative form of transportation if pursued vigorously enough could make expansion of pickering past the initial stage unnecessary that to our way of thinking is the long- range solution the government has time now to consider these alternatives and deal with them if ltfails to do so then pickering will be expanded in the future to the detriment of all canadians thirty r k yi- regifrii resembles ostrich like the proverbialostnch which hides its head in the sand for protection york regional council has chosen again to remain silent on the proposed pickering airport j perhaps the councillors feel that if they remain silent and ignore the airport it might just go away the region has been singularly remiss in not taking some kind of stand on the airport or at least studying the implications of the airport on the region every time the matter is raised at regional council it is deferred and nothing is done that happened again feb 13 when markham councillor bob adams tried to get some action the most strenuous thing that happened at that meeting was for council to send a telegram to ottawa asking that the decision be delayed until the regional planners have expects ottawa to wait for them to suddenly come to life it really shows that most of the councillors take a very parochial attitude whenit comes to most issues the airport is a good example of that york region is a large sprawling area some of which falls very near the airport at malton those people near malton would like to see the pickering airport built to relieve noise from that airport but shouldnt the regional planners be concerned about possible commercial and industrial development that the pickering airport could bring stouffville and environs has been designated a slowgrowth area wouldnt the airport upset these plans nobody seems to know that right now nobody seems to care very much except for mayor gordon ratcliff and councillors ron moran and bob adams all of them represent rand spice years ago i this week 1 excerpts from the tribune from march 1 ejrebau visible y the fireball which flashed in tbe sky over the v outskirts of toronto on evening was plainly visible to many f stouffville people while scores of people distinctly felt the shock in their j homes but they never realized what it was in fact tbe meteorological i office in toronto has no official record of the fireball and believe it was some kind of an electrical discharge just a quirk of nature coal delhery there are still blocked roads in town as well as in tbe country all around us last week- rather than open the way 10 some places tbe council arranged to assist in hauling coal to isolated households it was easier to render this assistance than to remove huge snowbanks that would allow a truck years of inactivity the region r but an overall vigw of the airportim e p thats asking too much tfcixtend no parking zone school bus drivers and others who must ni jd turn at edward stknowthe frustration of- that corner last week council decided dot something about the situation by posting no parking signs on edward st that is definitely a good start but much of the problem involves cars and trucks l parked too close to the corner on main st both east and west of edward st 1 buses turning intojf main st west off edward st often have contend with vehicles parked too close to the corner the bus to make the right turn must pull to left and make a wide arc in order to clear the of- fending vehicle l i itthis not only blocks traffic in the west- bound lane on main st but manages to tie up the eastbound lane as well by moving the v noparking here to corner sign 40 feet to the west council would solve the problem the buses would be able to turn sharply and would not block traffic the same is true in frontof the hotel if parking was banned there the busescould cut more sharply when turning right from main st onto edward sf r the proposal has one hitch would take away muchneeded parking on mamst that is a very important consideration as stouff- ville is short of such parking but the safe operation of the school bus is we feel of paramount importance and thus the tribune urges that the no parking zone be extendedand enforced on main st thusf relieving actuation that has been bottleneck on main st a major i think well all agree that there is nothing quite so downright miserable and annoying as the person who delights in saying i told you so certainly all marriedmen will agree with me most of us know perfectly well that we are poor little lambs who have lost our way that we have feet of clay and bones for brains but we hate being reminded of it it seems to me that there is nothing more redundant than to wake up with a hangover mouth full of the bottom of a birdcage head full of porcupine quills and have a smirking self satisfied voice grating well i warned you but youwouldnt listen to me who needs it who needs a postmortem when he is still alive though to put on this extravagorama some of us those possessing the gift and a memory knew perfectly well that we were going to be reamed like an old pipe but they wouldnt listen s oh well what the hell a prophet is without honor in his own country you in your small corner and ijn mine my severest critic of my point of view is not my wife as is most often the case she thinks the games are something the canadians help pay for them well shes all wet in which she wouldnt weigh 85 pounds soaking s nobody asked me if i wanted the stupid olympic farce in canada and even though i wasnt asked i said no by me the olympic games consist of someone proving that he or she can do something completely useless better than anyone else if mayor drapeau had shown any desire h si to clean up montreal which has the worst slums the worst sewage system probably the highest crime rate in canada id buy a whole tendollar lottery ticket instead s splitting one 10 ways hes notiriterestedhe wants coliseums palaces and probably wouldnt object to a few graven images of himself scattered about theeity did you notice that when the olympic committee was on the edge of the abyss looking into it there wasnt exactly a scramble among the worlds nations to pick up the tab the only tentative offer was from the arab swingers who are fin similar cir- cumstances to the old lady who lived in a shoe they have so many on south lake rd must be enforced and a lower speed limit on the 9th line could do a great deal to reduce the an noyance york regional police have said that if the speed limit is lowered pn the 9th they will enforce it f k t council has wisely decided to contact the regional police and get their comments before deciding what must- be done a lower speed limit on the 9th however looks like the only way to deal with the prpblem iri rh 1 v 4 a 5 n f i- 4 ms fjil n mmw s t r naturally the fate of stouffville was a rather low priority in the decision by the federal cabinet to go ahead and build the first runway of the pickering airport if it had any bearing it was probably very small n exactly what things were taken into account in their decision is a matter of debate urban affairs minister barney danson claims the decision was a mild victory for those opposed f to unplanned growth while the mayors of oshawa and whitby interpreted it as an opportunity for more jobs k in short the decision was a compromise compromise is the ordinary way that government as we know it reaches decisions politicians it has been said deal in the realm of fl possible decisions are reached on the basis of what will work politically although we cant be certain that ap pears to be the way the airport decision was made it was a response to the most powerful and effective pressure groups v both those in favor and those opposed io e airport will agree that perhaps the major underlying issue involved was that of growth as five toronto environmentalists put it in a globe and mail article the assumptions made by the airport inquiry commission were that ever increasing gross national product is desirable and that growth in air transportation will and should continue 1 relatively unfettered en vironmentalists view the commission chose to disregard undeniable evidence to the contrary s r so whether unabated growth of the gnp and air travel is or isnt a good thingwas perhaps the fundamental principle or value at stake in the airport decision and where does the primed minister himself stand on that question 4 he expressed his view very eloquently last year in a speech to duke university law students since then he has reiterated it in other speeches at duke he said- i what does growth of the gnr gross national product do to confine or reduce the in juveniles corruption monopoly in business activity limitations in opportunity pollution in our by ted wilcox environment what solutions does it offer to the presence of violence or to the absence of j beauty bluntly statedit does nothing neverthelessitis this nothing- that directs our lives it is this nothing that we have come to worship even as we suspect its falsity and its perversity f t well said v ironically the point he makes in the opinion of some is alsothe strongest case that can be made for not building an airport at any rate i hopethepoint is clear that the decision on the airport was probably a political and pragmatic one rather than one based on principle it was that is unless mr trudeau and some others have changed their opinions about a risingtlgnp let me stress thac this is normal politics political scientists have been saying for years that government today is basically pragmatic and im not making any new rash i accusation 1 whether that kind of government is right f and good however isanothec question some argue for another way of dealing mr trudeau spelled out hispwn version of a new value a new ethic near the conclusion of his duke university speech this new ethic hesaid requires an understanding that no individual no government no nation s capable of living in isolation or of pursuing policies inconsistent with the interests both present and future rof others
