forms of local govern development districts the chair mem will be imposed in ontario man and vicechairman of the unless municipalities have the districts could serve on a regio- initiative to suggest and implelnal council with ment changes murray jones a specialist in municipal government and di rector of a consulting firm told defecates at the annual meeting of ontario counties that if ad ministrative integration is not accomplished soon the existing structure of city town town ship village and county govern ment will prove incapable of meeting regional needs it would seem prudent to me that if we want local solf-govern- mcm we should be prepared to evolve solutions at the local nr regional level and this means creating institutions where regi onal dialogue and decisions can effectively take place he said urban and rural conditions of the past no longer exist and urbanrural unions are essential to rope with ihe complex need of an urbanizing society in which the term rurar anti quated he said rural problems are no long er distinct and interdependence is normal he also deplored the practice in ontario of removing the lar ger urban units such as cities and separated towns from the county assosiation the facts to day demand an opposite policy whereby the cities are returned to the county fold city county consolidations will become necessary he said he outlined a set of recom mendations for a review recent ly completed of otlawacarlelon countykastvicw areas the re view suggests district councils of nine men in urban rural and motives behind the vote by eric w baker there is much more behind the ballot than meets the re turning officers eye as shown by analysis of the question naires completed by citizens at tending the jayeoes allcandi dates meeting at markham on november 1st because of the risk that the official vote might not spell out as clear a lesson to watching politicians as those seeking to end influence peddling in gov ernment might wish the ques tion on ethics turned out to be important 889 answered no to the question would you vote for a candi date who used questionable methods to get the result you want though campaign workers rate personal contact as a most effective way of winning votes from the average person ana lysis of the questionnaires indi cated this does not apply to those attending such a meeting 90 said other factors were more important to them little difference in attitude appeared between sexes though surprisingly females cared slightly les about the can didates interest in the voter a group of students from the economics class at markham district high school attended the meeting and their question naires showed they attached even more importance to a can didates qualifications than did their elders only 30 of adults at the meeting are party members and only 42 voted consistent ly for one party of the party members 15 do not vote con sistently party attitude influ enced 46 candidate 43 but leader only 11 though many people do not attend meetings and some dont vote those who did attend the meeting said their interests was active 80 would miss a meal if necessary to vote in this election and 20 said they would like to be an elected member 88 thought the winner of an election should seek advice from experts even though they were not supporters there is important evidence to sup port the other view and this may be dealt with in a later column it there is public inter est mayor elected at large through out the entire area- would disappear all present municipal corpo rations would disappear and be replaced by a regional local government regional councils would administer welfare rec reation planning financing as sessment education sewer and water services roads public transportation libraries police andw ttie protection major park and the administration of jus tice annexation is dead as a do do he said it solves only minor immediate problems and continues to create monolithic governments in the city frame work william cranston chairman of the ontario economic coun cil expressed the opinion that local governments whether re- gional or not are the strength of the democratic system and should be strengthened he outlined a plan whereby poor or havenot municipali ties can be helped with addi tional grants from the province he predicted that more and more idle land especially in the northern part of southern onta rio would need aid and re development research ursod he also suggested county councils could do more in ini tiating research in underdevel oped nr depressed areas are we prepared if we want in shoulder broader responsi bilities to find the staff and dollars to huild up the needed factual information he said we face the problem of rec onciling the need for a much greater citizen interest and par- ictipation in our legislative pro cesses at a time when citizen participation in other aspects of living is no longer based on the same boundaries as our muni cipal
