pass a bylaw to authorize the borrowing of money by the issue and sale of debentures of the said board of trustees in the principal amount of 20100000 1 the purpose for which the money is to be county the first problem showing in crops this year is in oats 1 know of several fields that have started off alright but when the crop gets about six inches high a lot of the leaves start to turn yellow from the tip back the injury usually isnt uni form it occurs in large patches or streaks but often over half the field is affected a field in this condition looks awfully sick at this time of year leaves can turn yellow for many different reasons lack of nitrogen is a common one either too much or too litle moisture can have the same ef fect and right now light soils are awfully dry oat nematodes are another pcssihilitv as well as yellow dwarf virus disease i think a shortage of nitrogen or moisture can be ruled out as primary causes litis year either of these would affect all the leaves on a plant equally and the fields i have seen have a mixture of healthy and yellow leaves nematodes are a more likely cause particularly where the field is very patchy and where it is the second or third crop of oats however we had this same condtion in a lot of fields last spring and the crop grow out of it fairly quickly after a few rains and food grow ing weather this suggests that nematodes were not responsible because an oat plant usually doesnt recover very well if it has to live with nematodes the most likely cause of the trouble then is the yellow dwarf virus this is spead by aphids and there is no effective remedy or prevention for it in fact there is no remedy for any of the problems i have mentioned except that some good rains would enable the plant to grow despite the difficulties when moisture is short any effect of disease or insect damage shows up very quickly if fertility is low as well the setback can af fect yields badly if very little nitrogen was used at planting time broadcasting ammonium nitrate now might help to bring a field back i have some reports of oats being killed by atrazine residue too the symptoms of this are quite distinct the leaves bleach right out and whiten the plants arent just sick either they die completely in a very shot time fortunately residue damage doesnt occur very often over large areas usually it is in narrow strips
