the rather complica ted canada pension plan which was given final approval by the commons on march 29 therefore in the most simpli fied way i will try to explain just how the plan works basically the plan is a con tributory wagerelated scheme designed to provide a retire ment benefit equal to 25 per cent of a contributors adjusted lifetime earnings the plan is compulsory and is scheduled to come into operation next jan uary when the first payroll de ductions will be made the first benefits will follow one year later in january 1967 the benefits will be paid on yearly salaries between 600- 800 for selfemployed persons and s5000 persons who earn less than s600 and 800 will not contribute nor receive benefits and persons earning over s5000 will not contribute nor get be nefits or salaries over that fig ure selfemployed persons with a net income above s800 must contribute on earnings ov er 600 presently the plan calls for a maximum benefit of 10417 a month or 125004 a year pay able at age 65 after the ten- year transition period the mi nimum benefit after the plan matures would be 1250 a month or 150 a year benefits then can be calculated as one- quarter of a persons annual earnings and contributions will be calculated on a persons yearly earnings between 600- 5000 the basis as far as rates are concerned will be 18 percent for employees with 18 per cent paid by employers the rate for selfemployed persons is set at 36 per cent consequently a person earning 5000 would contribute 7920 a year with his employer adding the same amount a selfemployed per son would contribute the entire 15840 similarly a person earning 1200 yearly would contribute 1080 a month while receiving a monthly pension of 25 benefits will be reduced proportionately for persons drawing from the plan before i 1976 when the 10 year transi tion period is completed confusing theres more yet a person who contributes for one year and draws his first be nefit in 1967 would receive one- tenth of the pension he would receive after the 10 year per iod a person contributing for five years would receive half the pension a person who con tributes for seven years would draw sevententh and so on until 1976 when full benefits will be paid as a result persons i 65 or over next year will re ceive relatively smait amounts from the plan persons 60 who work until age 70 would be ab le to draw the full pension per sons below age 60 down to 18 years when they first start con tributing also will draw the full pension also provided within the scope of the plan is a 15 percent dropout period to assist with erratic incomes this means that if calcula tion of pension benefits 15 per cent of the years that a person is eligible to contribute can be eliminated if necessary without covering the amount of the pen sion if a person contributes for the full 47year period between ages 1865 the dropout period is seven years during the first five years that the plan is maturing the eligiblity age for the 75 a month flat rate old age pension also will be dropping from its present 70 to 65 thus by 1970 persons aged 65 and over will receive the old age pension in addition to their canada pen sion plan benefits next year persons aged 69 can draw the old age pension persons aged 68 can draw it in j967 and in 1970 persons aged 65 will re ceive it these then are the main pro visions of the new canada pen sion plan while they may seem to be confusing on reading them dont lose faith the na tions business is often confus ing because people and human affairs are so very complex as is often the case however one need only concentrate upon the problems and they become ev entually surprisingly clear and what seemed once to be prob lems are in fact items of pro gress burns driving erratically through butterfly laura smith came down with measles and had to miss the big night after never missing a practice the 5th annual laymans banquet was highly successful with 88 men in attendance a delicious dinner prepared by ihe ucw ladies and served by young church members was followed by special music by a local quartet mr bob dowse and mr ranee saunders dealt with the laymans part in the world of today and tomorrow doris and harold lapp have returned from a weeks varation to trenton columbus cleve land niagara falls and buffalo and had a wonderful business- holiday there will he organized base ball for all ages this summer playing under the cg colours the teams will be on the mark- ham circuit bob lapp and mike dean are the contacts for any interested players the first maple syrup festi val held in elmir3 will be on april 10th saturday buggies drawn into the main street will became stalls for the disposi tion of dried apples meats cookies preserves and cheeses and the main street will become a mall there will be booths for crafts and flapjacks buses will lake any interested visitors to the sugar bush where teams and wagons will draw them through the hush to the sugar shanties it
