and will accelerate just so long as such lenient sentences are handed down we are thinking most particularly of those people who endanger lives and property on the highways the len ient and infrequent use of the lash has also been a real boon to other types of hoodlums who mistreat pri vate citizens one of the objections which has been voiced concerning any possible union of canada and the united states has been the type of law en forcement prevalent across the line while we in canada are a little less tied up in red tape when it comes to handing out justice britain is even better you may have noted recently the handling of the sentencing of some dozen persons involved in the great seven million dollar train rob bery last august it looked for some time as if they had made good their escape however patient methodical work by scotland yard apparently rounded them up along with much of the loot and what about the sen tences thirty years for the top men in the gang and 25 years for most of the others there were no punches pulled by the judge on this case scotland yard likely has the same troubles as our own police but once the guilt is established there are few technicalities and little to keep the criminal from receiving his just dessert too confused to consider last week councillor hubert wank of the twp of pickering sug gested that serious consideration should be given to a plan whereby a new municipal building would be erected under the federal govern ments centennial aid program under ordinary circumstances we feel that the proposal would be an excellent idea but with a division dilemma still hanging fire it would appear to be an untimely shot in the dark we are not debating the fact that the present brougham quarters are both overcrowded and outdated but we are saying that until the future status of the municipality is more definitely defined the project should be held up what lies ahead for bay ridges will urban pickering be separated from the rural will west rouge become part of metro these and many more major questions are still up in the air but yet very real one must not forget that any centennial construction scheme will be for the whole of pickering with the whole of pickering paying its equal share how a council can final ize such a program with the present- day situation so unsettled is difficult to understand must be reasonable the council of the twp of whit church has agreed to entertain the complaints of the newlyorganized musselmans lake ratepayers asso ciation at a public meeting to be arranged some time in may we feel that this is an excellent idea and one that has achieved good results in other municipalities with similar zon ing problems in spite of the allegations level led at the council by some association members we are still convinced that the township is acting in good faith with the overall interests of the want cooperation we have once more arrived at that time of year when the nuisance of dogs running at large becomes a real problem council members who are continually barraged with com plaints from gardenlovers are ap pealing to pel owners to keep their canines on their own property stouffville has an antidog bylaw which forbids dogs running at large any time but when spring arrives the lake people in mind it is possible that some of the proposed require ments in the bylaw are too strict and should be watered down but these are not insurmountable obstacles that cannot be remedied we feel that zoning in the mus selmans lake area is long overdue and it is perhaps regrettable that the move was not made many years ago no matter what allowances are ap proved by either the council or the ontario municipal board someone is bound to get hurt but for the major ity it will be for the best on dog nuisance problem becomes acute the majority of people like dogs but this fondness can quickly disappear when they see them romping over their young plants and around young trees the dogcatcher visits the town once each week but his visits wilt become much more frequent particu larly if householders fail to comply with the law a number have paid fines and other perpetual violators are in line for the same treatment grass fire time is here agai every year for as longas we can remember warnings are issued against the setting out of grass fires in some townships nearby there are bylaws forbidding the setting of such fires on penalty of fine already the stouffville fire brigade has been called out to quell a number of such fires in the last few weeks in the case of communities such as ours it means that men must take mme off from their work to ex tinguish the blaze this is in itself a great imposition to say nothing of the possible danger and expense firefighting is not a nice busi ness at best and when the senseless ness of grass fires is added it be comes even more distasteful our local volunteers should not have to lose time at their jobs and risk their lives through the thoughtlessness of these firesetting citizens even grass fires are costly and should be kept to a minimum most of them can be prevented by using a little care and common sense report from parliament bated the bill would set up more independent procedures for ad justing federal hidings in line with population shifts recorded by the census in the past redistribution of seats has been handled every ten years by a house of com mons committee and the var iation in constituency popula tions was unlimited when this bill becomes law the responsibility for the read justment of electoral boundar ies will be transferred from parliament to commissions in each of the ten provinces a li mit will be placed on the var iations which can occur as be tween electoral districts the commissions are requir ed by legislation to match as nearly as possible the popula tion of each of the electoral dis tricts to the electoral quota for each province and in no case is the population of an electoral district to watch ing the cars with their various occupants go past everybody was going somewhere to do something while he alf was happily watching them go about their business minding his own and living out the rest of his days just as alf in the activity around turning down church st he saw the baseball game going on in the park stouffville was playing against claremont and seemed to be do ing all right alf stood there for a long time and watched as the game went on he didnt stay until the end he wandered on down to the pool he stood outside and watched as the younger set of the town frolicked and playfully pushed in their friends and cannonballed the life guards a little smile found itself in the corner of his mouth as alf watced the irrita tion of the girl sitting in the chair supervising the diving board two or three of her most ardent admirers were trying their best to and some response in her aloof character and were doing it the fastest way they knew how getting her quite angry the flatchested girls would settle for a mammoth bosom they forget that none of the rest of us would be interested some chaps i know would be perfectly happy to leave any time if they could count on a golf course with emerald fail ways and velvet gieens 18 holes a day in which they sliced not nor did they hook and a good game of poker at the 19th with the bar handy many sober citizens i know would be happy in heaven for ever afterwards if they could be guaranteed and get it in writing that their wives or husbands would be in the other place permanently alcoholics would not only be in heaven but the seventh of the same name if their crock ranneth over perpetually and homebody else was looking after things a few millionaires once they had admitted they couldnt take it with them would be serene in a place where there were no taxes no labor movements no wages to pay and nobody asking them to donate to something every 12 minutes my peisonal fantasy is a simple one id go like a shot if someone would promise me unconditionally a dark swirling trout stream impregnable to invasion by women telephones and other nuisances i can see it now swift deep crooked ending in a vast silent mysterious beaver pond loaded with lunkers i can hear it he exciting mutter of a small dam just around the bend the splosh of a startled frog the sudden heartstopping takeoff of a disturbed partridge the whack of a beaver tail however since my chances of getting to heaven are just about as slim as my chances of a personal trout stream if i did there i guess ill settle on opening day for my old haunt the secret place whercjhe big ones are not a soul knows about it except me and the 900 noisy characteis who have heard about it since last year heaven thou art distant yet i would work like heck to get there if thou could condone a stream for me and me alone alf sat on the park bench out side the pool for about an hour watching all the youthful capers going on inside and then he wearily got up and walked through the back streets into uie main part of town he came out onto the main street beside the iga store and headed lowards the tracks the coin launary was going full swing and so alf dropped in not to say anything but just to check up on this innovation to his town his town when h used to be young had its wash ing done by the nousewives at home and not by a machine that charged twentynve cents but stouffville was not all farmers now the city folk were moving in and city ideas were coming with them he was happy continuing west he passed bv a few other shops and houses crossed the tracks and stepped into the back of hals where the pool hall was only one table was in use so alf propped him self up against another took out his tobaco and pipe from one of th pockets of one of his coats and watched the boys were playing billi ards and all the red balls were off the table the game was in earnest now as tne individual colours were being swept away one by one balls were bounced kissed curved shot with stuff on the side and sunk the game went on and the points were raised until finally the last ball was sunk and the game was over as the table was being set tip for another round the town fire siren called through the evening and everybody cleared out to sec what was up they left alf there alone and so he relit his pipe and walked out onto the street after the excitement alf took one more mrn around the park and came back to the rail way station to settle down for the night he dropped off to sleep he slept on the station bench without turning until morning the day broke from the clear sky and the fresh air alf could see that this was going to be a hot one it was alf got up off the bench and walked away from the station into the town again he stopped at harolds and had a small breakfast and then began to carry on with the days business actually saturday was more or less a holiday for alf al though he made his usual rounds he treated the day in the fashion that most people he saw did and windowshopped he stayed in town for most of the morning and then started walking up the ninth towards the lake he had to walk about half the long way before some one stopped in answer to his cramped thumb he was let off a mile or so south of the lake and started a slow dusty walk alf walked on stopped for a glass of water at a restaurant on the south shore and kept on walking to the cast side of the lake he was tired but he kept go ing more out of habit than any thing else finally he came to shalimar beach and went over to a bench and sat down he sat there in the sun he watched the city people and the few local types enjoying themselves he remembered the heat grew the people played he felt dizzy the noise grew louder he felt a pain in his chest and fell over in the sand people came running up from the water and down from the restaurant to the people from the city this was another old man but to the people from roamin around signs posted on the weekend some people just plain forgot we know ot one local family who arrived at church on sunday morning in time to shake the pastors hand as other members of the congregation were coming out theres more to hockey than just scoiing goals at least this is true among the wee tykes of atom class the most amusing incident of the entire season occurred during a scheduled game on a monday night last winter one lad so absorbed in the progress of the puck failed to observe that his pants were slowly but surely descending iceward before his coach could come to the rescue his hockey drawers were entwined around his ankles regardless ot this obvious handicap he kept right on going tireless and pantslcss he was finally whisked off to the more private confines of the bench where the necessary re adjustments were made in time for the ne shift by the way anne ross results of easter high school exams are now out glad dening or saddening the heart of students and parents and many are pondering the uncertain road ahead to the completion of this terms work or succeeding years of con centrated study many are in doubt about the exaggerated public attitude toward grade 13 diploma for those students who are not able or are not considering university education and question the demand of employers that candidates for employ ment have a senior matriculation we are not alone for in ontario many educationists fepl we are participating in crisis over our educational future and we are very late in coming to grips with the problem dr claude bisscll president of the university of toronto in addressing junior and senior high school principals in north york recently decried the suggestion which some people are advancing that ontario in effect scrap its present school system he stated we have to build on what is here change in form or direction but accept the foundation we have an elementary school system a secondary school system con taining both technical and vocational schools a partial sys tem of technical institutes and finally several universities what happens from now on is modification and additions making the basic structure more complex to fit new conditions from time to time old elements may be dropped but only when the value they once had has been wholly absorbed in a new form dr bissell proposes what he calls community colleges which would accept students from grade 12 as the lechniral institutes do now for a two year enrollment in which educa tional treatment and subject matter would be different from those in the universities but would provide some postsecondary education parallel in a nontechnical way to that offered now in the technical institutes this new diversion would leave grade 13 for the universitybound students who would follow a program expressly designed as university preparation he thinks grade 13 students should concentrate on fewer subjects so as to have more time to think write and to read and partici pate in extracurricular activities there would be a closer liaison between secondary schools and universities and presum ably it is hoped the whole level of educational excellence would rise we wonder just how acceptable dr bissclls suggestion will be to the various educational bodies involved and to the public generally while a considerable measure of public accept ance has been given technical institutes with admission from grade 12 how long will it take to persuade all those concerned that in an era when every influence in society is demanding more education grade 12 will do it somehow makes scne that grade 13 be reserved for universitybound young people but will a community college carry enough weight in our prestigeconscious minds id like to hear what the students feel about the
