you of the rea soning behind the suggestion first let me assure you this is not some new fanatic idea i have dreamed up to increase taxes it is quite customary in other municipalities a survey of 163 municipalities in ontario showed 119 were paying hyd rant rental beside other added extras commissioner wagg re ferring to my proposal of hy drant rental suggests this pro cedure would merely be taking money from one pocket and putting it in the other what is the difference which pocket the money is in so long as we have it when and where it is need ed he also suggests this would add another bookkeep ing problem such nonsense it would only be one extra in voice and one entry in the re ceivable ledger when paid the puc will pay to the town treasury this year approx imately 900 in taxes we pay business tax therefore must be considered a business render ing a service and as such we should receive compensation for service rendered if not this would appear to be a one way street transaction this proposed hydrant rental would cost the average tax payer about one cent per day and we would free ourselves of further debenture debt the puc do have a surplus in the hydro and water account which is in readiness for emergency and our expan sion program this surplus is invested bearing interest in your interest it is the water account that i am most concer ned about at this time because there are two large projects coming up that will require considerable expenditure i have just completed a water works operators course given by the owrc which reveal ed some startling facts about water and its resources in this country it is quite evident that we should take a broader look at the water situation as it affects us and not treat it merely as inexhaustable without ade quate water neither vegetation man or beast could exist al though this may seem far fetch ed we are projecting our thinking 50 years ahead which is only a short time in the life of a country obviously from reading this report you can see where commissioner wagg and my self became involved in a heat ed disagreement over the de benture question commission er wagg stated all capital works should be by debenture with this i disagree there are certain capital improvements such as schools roads and sew ers that have to be financed by debenture issues because they do not create within themselv es any revenue return such as we have in a public utility i suggest we keep away from debentures when possible look at our present debenture debt which is approximately 25 of our assessment to some in fin ancial circles this is nearing the danger line and as we approach this point debentures become harder to secure and the inter est rate goes up because of the greater risk this has happen ed since may 1955 now i am not against progress but progress should be govern ed by our ability to pay without creating a financial burden on those who do the paying i dont think we arc justified in load ing up future generations with a debt they had no say in crea ting let us remind ourselves of the blessings and privileges we enjoy today that were made possible by the foresight of our forefathers let us plan to leave those who follow a heri tage other than a staggering debenture debt which might have to be paid in a less pros perous period than we now en joy every monday morning the puc arc required to pay 110 from the hydro account for in terest and principle payment on a debenture that will con tinue till july 1978 this i a- part from our daily operational expenses wc should also be reminded
