in common with your excellency the failure of the supply bill which passed this house in ibe session before lest last year the proceedings ofthis house were founded n the ancient practice of that his majestys government should have resorted for defraying the expenses of the civil government and administration of justice to the ap i plication of any funds levied in this ptovinco which arc that the commuuica lions which your eicellency was pleased to announce will render lull justice to this house our determination on matters so es eentially connected with the interests of our constitutents and the peculiar privileges ofthis house shall not fail to be guided by what we may conceive to be the constitutional rigbta ofthis brutb of the legislature and for the welfare of the beg leave to assure your excellency that this house is ever disposed to apply itself with theutmost diligence to the diecharge of its duties as representatives of the people hy whom we have been ofthis province and that a fair remuneration ought to allowed to persons the nerve and sinew of a country and that a laudable spiritof honour ought tu be raised among them rather than depressing them convicts in breaking stone for macadamizing as we are fully satisfied that the city of toronto could alone employ alt the convicts thai will be in ac penitentiary for some years to come not to men tat 4 wood esq to whom we are indebted for the pa ticulars which are as follows that he went out to work eflrly in the mornis of wediirmjay the 18th february that he found leather bag lying on a small bridge in the pub highway not far distant from his welling th he picked up paid bag carried it into his own hous gave it to his wile and said u do not touch ll till i come home the wife thought she hands could hardly he denied to any euqu or in the relation in which htf stands to the inunity of the province as the collector of a share of its revenue and peculiarly fitted by the office which he holds for putting the public in pos session of the required information the facts within his knowledge were as much at the command of the assembly asofthegovernormchief no routine uf prescribed duty none of the respects which are due to superiors no confidence would have been violated by a compliance with the wishes of the assembly an exercise of power on the part of the assembly of jamaica in assembly we must respect their constitutional privileges and we lament that this occasion should have been seized upon to resist the exercise of a right which even if devoid of the sanction which is
