president the bay ridges ratepayers association ontario official kkikask at a special general meeting of the bay ridges ratepayers association held in the bay- view heights school last wed nesday a motion that the asso ciation assume the responsibil ity sor the appeal against the farmers assessments was nar rowly defeated the appeal was lodged last may by a member of the asso ciation vince webb at the in stigation of another member alex robertson and against the advice of the executive who felt that there were insuf ficient grounds to warrant such an appeal and little benefit if any would accrue directly to tne residents of the subdivi sion whose interests are the primary concern of the associ ation h was also felt that the costs of the appeal could be ill- afforded by the already sorely pressed taxpayers the associ ation had engaged the services of the wellknown municipal consultant eric hardy to carry out a survey of the tax situation generally and he had confirmed the opinion express ed by the executive in late june mr webb had circulated a petition to call for the special general meeting in an endeavour to obtain associ ation backing some 600 of the 3000 residents are members of the association mr webb stated that he had not sought legal counsel but in mr rob ertsons opinion the manner in which the court of revision decision had been reached was questionable and in a number of cases the amount of assess ment i inequitable in the light of the selling prices of some of the farm properties which are being held for investment rather than farming mr rob ertson served as a member of the court of revision at the meeting it was point ed out that if the appeal was endorsed it could create the impression that bay ridges wishes to be vindictive towards j the older residents of the town- ship whereas it would be ap preciated that the high level f taxation within the township is a matter of joint concern to both groups the bay ridges dwellers would not solve their problems bv accentuating the problems of others such rea soned arguments appeared to carry little weight with those of the members present who were swayed by their emotions rather than their heads but when finally put to the vote the motion was lost at the same meeting the location of a community hall in the sub division was also discussed and it was unanimously decided to attempt to have it located on the parkland to the west of liverpool rd and adjacent to the shopping centre as a final item mr kric hardy addressed the meeting and summarized his findings to date in the study of the tax structure which he is under taking on behalf of the associa tion he commented on the ur ban sprawl and lack of balance within municipal lines which is now being brought gradually under control since adoption of the official plan and emphasiz ed that there is a real need for the residents to work with the township administration to keep costs in line mr hardy had formed a favourable im pression of the subdivision and pointed out some of the many advantages from the jong term viewpoint i le was sure that the level of taxation is high only initially and temporarily and will gradually decrease and this had been borne out by a study of the townships sub missions to the ontario muni cipal board following his presentation mr hardy answered many questions from the iloor relat ing to such matters as school costs parks development in dustrial development and rate of growth and left his listeners much enheartened by the me thodical manner in which he is tackling the task at thursday july 38th mr hall an official of the canadian red cross examined the junior intermediate and senior groups instructress mrs helen vizely completed the tests for the beginners the promoters were con fronted by numerous problems this year and only eighteen boys and girls made the grade a lesser number than last sea son cold weather interrupted the program for two days and the tester
