as their salaries we were disappointed also that the board flatly refused to adjust the responsibility scale ior principals we have great sympathy with the problems of taxpayers being taxpayers ourselves and some of us paying heavier school taxes than stouffville pays but we must reiterate that nobody in the community sacrifices from 500 to 1100 a year to keep the schools going what made the negotiations particularly difficult is that you actually wanted to cut the category i maximum by sev eral hundred dollars most of your teachers are category i teachers you were apparently misled by the ontario school trustees council representa tive into thinking this is the way to bring about an increase in qualifications unless you knew that straight salary cut ting was involved here we ex plained to you that this had nothing to do with qualifica tions but rather with setting up a category of supercheap teach ers who would be less interest ed in raising qualifications than anybody true you withdrew this pro posal in the face of determined rejection by the staffs but in the last board meeting you stated you fully intended to bring about cuts next year this was hardly an induce ment to us to accept your final offer which totalled 3100 on a years salary output of 108000 or an average of 29 percent for all but two teachers 100 over 2 years is involved an increase of 50 a year or 417 a month this is slow progress towards profes sional standards in actual fact this small increase may well be more than covered by the re tirement or resignations of teachers at present well up the scale you told us our professional schedule was utopian even though it would cost an aver age taxpayer no more than three cents a day to put it fully into effect we do not agree but we then tried to find some other practical basis for settle ment that basis has to be bet ter than 29 percent in two years even putting the optimis tic calculation in your favour which is less than 15 percent a year we do not think the board should take advantage of the fact that we unlike trade unions have a nostrike policy what is at stake here is the right of stouffville children to receive as good an education in elementary school as children anywhere in the province the chief factor in this is the teach er you speak of inability to pay yet prime minister robarts has just announced a plan which he says will enable you to meet education costs as well as any body else through the new provincial grants system we told you about this and you said you doubted whether it would help you because of the large amout of certain types of assessment here if the ro barts grants will not help you this must be a favoured area and the plea of inability to pay- does not hold water if you are not a favoured area the plan will help you and the small amount needed for fully profes sional salaries can be paid if the robarts plan is not good enough to protect the taxpayer and provide good education we will go with you to queens park for improvements the parents of stouffville and ontario recognize how vital elementary education is yet the discrimination against the ele mentary schools is seen in this that your offer for an experienc ed teacher with a university degree you do not have such a teacher at the moment is still 600 less than is paid in the local high school with mon ey that comc3 out of the same tax dollar to hold the line against the elementary schools in this fashion is certainly to make the work ol the high school more difficult to create problems which will last for the lifetime of many children we very much hope that you will soon see the value of the teachers professional schedule as the best investment you can make it will allow you to build an excellent staff of rareer teachers on a stable basis you will be able to do long term budgetting rather than jumping from year to year with a large turnover hoping for a teacher surplus that constantly dries up why are school costs up it is because people are having more children than ever and because they want these chil dren to stay in school longer than before school buildings cost more and school supplies scanty though they sometimes are also cost more it costs more for teachers to maintain decent living standards than it did too yet the cost of the educational explosion is not to be met by taking an exorbitant share of it out of teachers sal ary envelopes any hope of cutting teachers salaries is pure illusion it would be the worst possioie disservice to the children we hoped til the end for an other session to find a mutually satisfactory solution but were told further negotiations would be fruitless we feel much might have been gained if we could have had real sessions of giveandtake around the table rather than being presented with plans to tak to teachers who rejected them we point out that no mem bers of the committee were acting as individuals all were unanimously elected by the staffs all decisions have been taken in open meeting with full and free discussion with voting by secret ballot and the com mittee has acted as the servant of the ballot box we hear rumours that somebody is say ing the committee is not really representative in the light of what we have just pointed out such rumours could not be farther from the truth and the reality may as weii be recog nized we do feel that if outside in fluences had not been felt it would have been easier for teachers and board to reach agreement on local ground we also regret that erroneous information was introduced in to the discussions having said all this we point out that relations between the board and the teachers have been good for many years it is our expectation that as has happened in hundreds of cases
