monday the minbter of justice mr fulton brought be fore parliament bill no c3s a bill to provide for the report ing of financial and other statis tics relating to the affairs of corporations and labour unions carrying on activities in can ada mr fulton summarized the provisions of the legislation in the following words first the reporting requite- ment in the new bill will in gen eral apply to all companies whe ther owned or controlled in can ada or abroad and whether pub lic or private the bill makes a number of specific exclusion principally small companies and companies already repotting si- milar information to the govern ment under some other statute second all labour unions will be required to make returns whether or not their headquart ers are situated outside canada third the range of infoimation to be reported has been consid erably extended as compaied with that in the pievious bill in order to give a clearer pic ture of the extent and particu larly the effect of foreign con trol fourth the information is segregated into two clearly de fined classes the first class will include infoimation that will be available to the public the sec ond class which will be and coipoiations being tieated on the same basis at the same time the congress pointed out that secrecy sur- lounding company operations had been a disability in collect ive bargaining negotiations the congress added with le gard to the proposed legisla tion we aie piepared to live with it because we have noth ing to hide with regaid to unions the minister of justice said this labour unions affected by the legislation will be requiied to provide similar kinds of infor mation also divided into the two paits confidential and noncon fidential in section a they will furnish a copy of their con stitution name and address of each local union or bianch in canada information on trustee ships a list of employeis in can ada with whom they have a col lective agreement and the name addiess and nationality of each officer and employee of the union lesident in canada with the obvious exception of clerks and stenogiaphers together with information on the mannei of selection or appointment of these persons section b the confidential part of the letuiii will include the unions financial statements and a classified statement show ing separately the amounts paid to a union with headquarters outside canada this bill has been adopted in principle by the house of com mons and discussion is proceed ing on the various clauses in hie bill it is expected that each clause will be given careful
