pj 8 the siouffvllle tribune twsy wmury 22 w62 petition to dismiss assessment commissioner fails to gain council favor a 196name petition asking for a complete reorganization ol the pickering township as sessment department and the dismissal of the assessment commissioner mr delbert gos- lin failed to gain the favour of council at a special meeting in brougham on monday night al though some members express ed certain criticisms concern ing assessment practices within the municipality no motions vcre presented that would con cur with the petitions request the entire issue was discussed at considerable length the following motion was presented and passed on a split vote that while the council does not agree in every respect with the new assessment it is not satisfied that the circum stances uarrant the reorganiza tion of the assessment depart ment under a new assessment commissioner deputyreeve mrs jean mcpherson and coun cillors harvey spang and wm greening voted against the mo tion xot the answer councillor milton mowbray said that he was not in complete agreement with all aspects of the present assessment program but contended that the dismissal of the assessment commission er would not solve the problem he considered that the council would be unwise to become in volved in assessment proced ures he pointed out that ac cording to the act there are two different levels of assess ment for the dirt farmer and the gentleman farmer it is i not a case of sticking the rich he said he claimed that any revision in the act was a matter for the provincial legislature and not the municipal council he noted that a mixture of agri cultural and residential develop ment had created the assess ment problem i dont think that a change in personnel will accomplish anything he said only common sense councillor harvey spang termed the valuations placed on some farm properties as ridic ulous councillor spang said that he was not so concerned with the small parcels but with overage farms of 100 acres it could mean the less of these properties he said i feel that i am in a pretty good position to knov the actual values of farm lands and the income that can be obtained from them he continued common sense will tell you that it just cant be done mr spang said he was not seeking the dismissal of the as sessment commissioner but sug gested that as a type of public relations he should explain his reasons for arriving at his final ized figures anyone with any common sense knows that some land is not woi th what it is val ued he said mr spang advo cated a court of revision separ ated from council selection im concerned with this mr reeve continued councillor spang and the council should expect that i should be he refused to support the motion terrible turmoil terrible turmoil commented deputy- reeve mrs mcpherson she contended that with the com plete reassessment of buildings in the municipality there might be many people who would be unable to retain their properties mrs mcpherson also express ed concern for the cost involved in retaining a solicitor to aid the assessment commissioner at court of revision she said i hat in 10 i days it cost the municipality 1300 in legal fees i dont think that our assess ment commissioner should be expected to oppose a battery of highpriced lawyers argued reeve sherman scott mrs mcpherson charged that when an individual was accord ed an assessment reduction be fore the courts the commission er simply raised the figure to a similar level the following joar no grounds i do not feel that we have any grounds for dismissing the assessor on what has been pre sented to us remarked coun cillor hubert wank he suggest ed however that after a ruling was handed down by the coun ty court judge it might be ad visable for the council to ap point a factfinding committee to investigate the reassessment is sue councillor ross deakin point ed out that the complete re assessment of lands in the town ship had been completed in a six month period this is bound to raise some discrepancies he said this is what we have the revision courts for i feel that there is nothing to be gained by dismissing the assessor he concluded councillor william greening agreed but said that he was not entirely satisfied that the correct interpretation of the act had been followed action premature reeve sherman scott contend ed that any dismissal action fa voured by council would be pre mature since about eighty ap peals were currently scheduled to be heard by a county court judge i dont think that the council should directly inter fere with assessment he said ke agreed with councillor dea kin that due to the completion of the reassessment program for the entire municipality in one year certain discrepancies had arisen i have not tried to influence the assessor in any way shape or form he said the reeve outlined the four channels of appeal that were available to hear assessment complaints leaves for london was statpd that the idea was firmly endorsed no mention was made of the fact that no speaker was invited to oppose the arguments of prof gau- thier there are extremists who would like to steamroller this policy through any organization that can be exposed to this type of propaganda and that they do it in this surreptitous manner is anything but demo cratic the usa for many critical years had the nuclear advant age but did not use its power to destroy the communist menace a clear indication that its policy was defensive now the rus sians have caught up or as they say surpassed the us some of us have believed for a long time that we are in the age of the paralyzed giants which makes it highly improbable that russia will attempt to destroy us with nuclear war so they turn to other means to win by creating dissension among their enemies and their chief weapon is their socalled peace campaign there is not a single commun ist in the world who is a paci fist their talk of peace peace is a perfect example of their newspeak in which words and ideas are distorted home and school associations and others which the communists infiltrate and try to use for their diabolical purpose should be
