ontario county health unit southern area submitted her annual report to the board of directors of the unit on tuesday in beginning her report miss atkinson said the aim of public health nursing service is to meet the health needs of the community to fully understand this service essential back ground information is neces sary since each area presents different needs the programs must have sufficient flexibility to meet the needs after an in telligent assessment of the community is made at all times the public health nurses think in terms of the family as a unit and gear their teaching to that concept serve 6000 people at present all nurses serve a population of more than 6000 and their school populations vary from 1300 to 2100 it is recommended that a nursing district should have a popula tion of not more than 5000 the mothers are encouraged to bring their babies to the child health conferences there the baby is weighed and the public health nurse counsels the mo ther regarding routines devel opment and her problems all problems are referred to the family physician these confer ences are for well babies only during 1958 the nurses made 958 visits to 615 infants under one year child health confer ences totalled 110 with a total attendance of 1308 school services the function of the nurse in the school health program has changed with scientific develop ment and the newer approach to public health education be fore the advent of regular im munization programs her chief duty seemed to be the inspection of children for communicable disease the present day con cept is that the public health nurse functions most effective ly as a health consultant to the teacher it is believed that the teacher who is aware of nor mal health standards and hab- addition of two nurses to the its and who knows her pupils ratepayers of ss no 16 pickering township the school hoard is calling a special meeting for tuesday evening march 10th at s pm dave mcdowell sectreas staff in 1959 will bring about a more equitable service the nursing program con cerning material infants and preschool children with early and regular prenatal supervi sion is considered to be one of the most vital factors in the reduction of maternal and in fant deaths to contribute to this reduction the public health nurses endeavor to find mothers as early as possible in their pregnancy and to visit regular ly until the baby is born dur ing these visits the nurses func tion is to recommend early and regular medical supervision and to support the physicians teach ings by providing guidance in good personal hygiene both physical and mental arrange ments are made to visit the mother and infant on discharge from hospital frequently the nurse demonstrates bathing the baby and preparing formula notifications of births arc received regularly from sev- oral hospitals the nurses roui tinely visit each mother re- turn visits are made when in dicated but in most cases the well can detect those who de viate from norm these chil dren are referred to the nurse who sees them discusses the problem with the teacher vis its the parents if a defect or emotional problem is suspected and interprets to them why medical supervision should be sought public health education public health education is in corporated in every phase of public health nursing activities one definition frequently used is that public health nursing must include health leaching it may include bedside nursing in lhe phase of formal educa tion the nursing staff attended 89 meetings and addressed 41 other programs the nurses participate in all immunization and communic able disease programs includ ing tuberculosis carried out by the health unit during the past year approximately 11 percent of nursing time was spent at clinics betics a few cancer patients several patients who have had strokes and not infrequent calls have been made to those aged people who require encour agement to continue to live in these difficult times much help has been given to many patients who have needed assistance with emotional problems bedside nursing care public health nurses in this agency give bedside nursing care on a demonstration basis only many such visits have been made requests for more frequent care have been many in some parts of the health un it area there is a great need for such service some program for bedside nursing care should be available where necessary it is strongly felt by the nurs ing supervisor that in view of the new legislation under the dept of welfare any munici pality considering the same would be advised to consult with the nursing division of the health unit before reach ing a decision regarding the need of nursing care homcmakers service although this is not strictly nursing it is closely related the nurses receive frequent re quests and see gret need of this service menial health clinics the lack of facilities in this respect is consuming a great deal of nursing time more and more referrals of behaviour problems in school children are reaching the nurses many of these cases need professional help general comments 1958 has been a strenuous year but one in which we have experienced development the nurses made 4969 visits to 2559 families many health agencies which have been established several years do not meet this quota the greatest reward is pub lic awareness of our function which is demonstrated by the increasing demand for nursing service credit for this is due to the staff nurses for their effective work which has ap parently brought
