position on the issuing of debentures tor high school con struction when it met in new market on tuesday a request by the richmond ii1u high school district board for the county of york to issue debentures for sl125000 was refused with the county council advising the board to seek as sistance from the ontario muni cipal improvement corp the policy to finance high school construction through the county was started when the markham high school district board applied for assistance newmarketsutton and rich mond hill are other high school districts which have had assist ance from the county with the debenturing for new construc tion being done at that level reasons given in support of the policy when first adopted were that although several mu nicipalities form a high school district only the municipality where the new building was constructed was responsible for the issuing of the necessary de bentures this put a burden on the credit of that one munici pality it was argued that since the county scould issue debentures at a lower interest rate than many of the individual muni cipalities and since it could charge back those debentures proportionately to the munici palities served by the high school district it was the most equitable manner in which to handle the debenturing for high school construction reeve fred armstrong of woodbridge one of the four municipalities within the rich mond hill high school district the others being vaughan and markham townships and rich mond hill seconded the resolu tion which was introduced by reeve roy pollock of north gwillimbury township county council withheld its decision on this request until after the provincial government could meet in january mr armstrong told county council there was nothing in the bombshell budget to help re lieve the burden of education on the property owner and i think the comity should get out from under this load of issuing de bentures the municipalities should refer their problems to the newly organized ontario mu nicipal improvement corpora tion i heartily support mr arm strongs views said reeve el mer daniels of stouffville we all realize that when the purse strings are tightened
