Since we alluded to the new Postal Regulations now before Parliament the text of the Bill proposed by the Government has been received, and we are sorry to add it does not meet our expectations. Instead of removing postages from newspapers, as was anticipated, we have this obnoxious tax on knowledge reversed from the present the system, and hereafter it will hae to be borne by publishers instead of subscribers.
